How to Fill in the Column of "Trade Mode (Supervision Mode)" in the Customs Declaration Form for Import/Export Goods?

 

This column shall be filled in with the abbreviation or code of trade mode corresponding to the code as provided by the Customs according to actual situation. One customs declaration form can only be filled with one mode of trade.

The Record List of Inbound (Outbound) Goods via Export Processing Zone, which is to be completed by enterprises within the export processing zone, shall be filled with the abbreviation or code of supervision mode applicable to goods of the export processing zone.

Filling requirements for special circumstances concerning the Customs Declaration Form for Processing Trade are as follows:

 

1. In terms of a small amount of low-value auxiliary materials (not more than USD5,000 in value and falling in prescribed 78 categories), to which the Handbook of Processing Trade is not applied according to the provisions, the column shall be filled in with "low-value auxiliary materials" in the  Declaration Form for Import Auxiliary Materials. Where the Handbook of Processing Trade is applied, the column shall be filled in according to the mode of trade specified therein.

 

2. For the materials imported for processing products for domestic sale, or import of materials for processing of products for domestic sale, by foreign-invested enterprises according to the ratio of domestic or overseas sales, the column shall be filled in with "normal trade" in the Customs Declaration Form for Import Goods.

For foreign-invested enterprises’ export contracts on only use of China-made materials for processing export products,  the column shall be filled in with "normal trade" in the Customs Declaration Form for the export of finished goods.

 

3. For the goods involved in processing-trade materials transfer or the goods to transfer for further processing, the column shall be filled in with the approved mode of trade.

 

4. For processing trade materials transferred to goods for domestic sale (and finished goods, defective goods and semi-finished goods transferred for domestic sale with supplementary import formalities handled as materials), the Import Declaration Form shall be completed, and the column shall be filled in with "(client-offered/imported) materials for domestic sale"; in case that finished products under processing trade are transferred to the imported goods enjoying tax reduction or exemption by virtue of the Tax Levy/Exemption Certificate, the Import and Export Declaration Forms shall be separately completed, and the column shall be stated as "(client-offered/ imported materials) tax reduction and exemption for finished goods".

 

5. Where the finished goods under processing trade for export are, for some reasons, returned through import and then re-exported, and imported materials under processing trade are, for materials replacement, returned through export and then re-imported, the column shall be filled with the abbreviation or code of supervision mode for return or replacement corresponding to the record in the Handbook of Processing Trade.

 

6. Where the stock materials in the Handbook of Processing Trade are transferred to materials under processing for export in the Handbook of Processing Trade, the column shall be filled in with the corresponding mode of processing trade with client-offered or imported materials.

 

7. For bonded factory's imported or exported goods under processing trade, the column shall be filled in with the corresponding mode of processing trade of client-offered or imported materials as provided in the Handbook of Processing Trade.

 

8. For domestic sales of leftover materials and byproducts under processing trade, the Import Declaration Form shall be filled with "domestic sales of (client-offered or imported materials) leftover materials".

 

9. For abandonment of materials and finished goods under processing trade, the Import Declaration Form shall be filled with "abandonment (of imported materials or finished goods)".

 

 

How to Fill in the Column of "Number of Bill of Lading/Waybill" in the Customs Declaration Form for Import/Export Goods?

 

"Number of Bill of Lading/Waybill" refers to the number of bill of lading or waybill for imported/exported goods. Contents filled in shall be consistent with corresponding contents listed in a manifest declared by transportation agencies to the Customs. One customs declaration form can only have one number of bill of lading/waybill, and when one consignment of goods corresponds to numerous bills of lading/waybills, the bill numbers shall be separately provided in different declaration forms.

 

How to Fill in the Column of "Voyage/Flight Number" in the Customs Declaration Form for Import/Export Goods?

 

"Voyage/Flight Number" refers to the voyage/flight number of means of transport used to carry the goods for entry or exit. It shall be truthfully provided.

 

How to Fill in the Column of "Name of Means of Transport" in the Customs Declaration Form for Import/Export Goods?

 

"Name of Means of Transport" refers to the name or number of means of transport used to carry goods for entry/exit. Contents filled in shall be consistent with corresponding contents listed in a manifest declared by transportation agencies to the Customs. One customs declaration form can only have one name of means of transport.

 

How to Fill in the Column of "Mode of Transport” in the Customs Declaration Form for Import/Export Goods?

 

"Mode of Transport" refers to the classification of means of transport used to carry goods for entry/exit, including actual transport mode and the special transport mode specified by the Customs. For completing this column, the corresponding code of transport mode as specified by the Customs shall be filled in according to the actual transport mode.

 

How to Fill in the Column of "Declarer Unit" in the Customs Declaration Form for Import/Export Goods?

 

"Declarer Unit" refers to the enterprise or entity taking direct responsibility to the Customs for authenticity of the contents declared. In the case of self-declaration, the column shall be filled in with the name and code of an operating unit of the imported (exported) goods; in the case of declaration by proxy, the column shall be filled in with the name and code of a customs broker approved by the Customs.

This column also involves relevant items about the declarer unit details listed in bottom left of the Customs Declaration Form, including customs declarant, declarer’s address, zip code, phone number, etc.

 

How to Fill in the Column of "Consignee/Consignor" in the Customs Declaration Form for Import/Export Goods?

 

1. Consignee refers to a final consumer or user of the known imported goods within China, including: the entity importing goods from outside China on its own and the entity entrusting an import/export enterprise to import goods for it.

2. Consignor refers to an entity within China in producing or selling export goods, including: the entity exporting goods on its own and the entity entrusting an import/export enterprise to export goods for it.

 

How to Fill in the Column of "Operating Unit" in the Customs Declaration Form for Import/Export Goods?

 

"Operating Unit" refers to an enterprise, entity or private business operator within China that has signed and executed import/export trade contracts with overseas counterparts. This column shall be filled in with name of the operating unit and its ten-digit code as registered with the Customs.

 

How to Fill in the Column of "Date of Declaration" in the Customs Declaration Form for Import/Export Goods?

 

"Date of Declaration" refers to the date on which the Customs accept a declaration made by a consignee/consignor or customs broker for import/export goods.. Where the declaration is made in an electronic form, the date of declaration is the date recorded by the Customs' computer system when accepting the declaration. Where the declaration is made in a paper form, the date of declaration is the date on which the Customs accept and register the paper declaration form.

 

How to Fill in the Column of "Date of Import/Export" in the Customs Declaration Form for Import/Export Goods?

 

1. Date of Import refers to the date of entry declaration for the means of transport carrying the goods declared. The date indicated in this column must be consistent with the entry date of the corresponding means of transport. Where the actual entry date of the means of transport is not known, this column can be left blank.

 

2. Date of Export refers to the date of completing exit formalities for the means of transport carrying the goods declared. This column is designed for the customs to print the certification copy of the Customs Declaration Form, and can be left blank upon declaration. For a Customs Declaration Form indicating no actual entry or exit, this column may be filled with the date of starting the declaration formalities based on the Customs acceptance of the declaration.
