Zhoushan faces expanded responsibilities, provincial work report shows

The provincial government work report was released during the fourth session of the 14th Zhejiang Provincial People's Congress in Hangzhou on Jan 14. It outlined the main tasks for 2025, achievements of the 14th Five-Year Plan period (2021-25), key objectives for the 15th Five-Year Plan period (2026-30), and priorities for 2026, with Zhoushan frequently mentioned throughout.

The report highlighted several achievements in Zhoushan in 2025, including the expansion of high-level opening-up, the smooth progress of strategic upgrades to the China (Zhejiang) Pilot Free Trade Zone, and the development of a bulk commodity trading and allocation hub.

Additionally, the 300,000-metric-ton Tiaozhoumen Channel was completed, and Ningbo-Zhoushan Port's container throughput reached 43.87 million twenty-foot equivalent units, representing an 11.6 percent growth year-on-year. The report also highlighted efforts in green, low-carbon development, with projects like the Sinopec LNG Receiving Terminal on Liuheng Island underway.

During the 15th Five-Year Plan period, the provincial government aims to build a high-quality development model and establish a common prosperity demonstration zone. Zhoushan is expected to play a key role, with a focus on strengthening its port functions and marine economy. Key projects such as the construction of phase one of the Fodu Container Terminal will accelerate, positioning Zhoushan as a key hub for international trade.

For 2026, the report emphasizes advancing these priorities and promoting marine economic development, with Zhoushan continuing to play an important role in Zhejiang's port-driven growth.
