According to the Administrative Measures of Inspection, Quarantine and Supervision on Exit Fruits and other relevant laws, regulations and documents and in accordance with the requirements of the importing countries or regions, the General Administration of Customs implements an inspection, quarantine and supervision management system for outbound litchi. The Administrative Measures of Inspection, Quarantine and Supervision on Exit Fruits are applicable to the inspection, quarantine and supervision management of fresh fruits (including frozen fruits, hereinafter referred to as fruits) exported from my country. This article will introduce the relevant regulations and procedures for litchi export in accordance with laws and regulations.
I. Access Requirements of Importing Countries/Regions
(I) Check the announcement on inspection and quarantine requirements for imported fruits in importing countries/regions through the "GACC Overview-Department of Animal and Plant Quarantine-Policies and Regulations" column on the portal website of the General Administration of Customs.
(II) Check the requirements on the official website of the quarantine authority in the importing country/region. Some of the websites are as follows:

II. Enterprise Qualification Application
If it is clearly stipulated in the bilateral agreements and protocols signed between China and the importing country/region, or the laws and regulations of the importing country or region require the registration of exporting orchards and packing houses, the customs shall register the exporting orchards and packing houses in accordance with the regulations. If there are no clear provisions in the bilateral agreements and protocols signed between China and the importing country/region, and the laws and regulations of the importing country/region do not clearly require it, the exporting orchards and packing houses can apply for registration with the customs.
III. Materials Required for Applying for Registration of Exporting Orchards and Packing Houses
(I) Orchards applying for registration for the first time shall apply to the local customs and submit the following materials:
1. Application Form for Registration of Exporting Orchards (download the Administrative Approval Matters Service Guide of Registration of Production, Processing and Storage Entities of Outbound Plants and Their Products and Other Quarantine Objects by searching the Customs Administrative Approval Service Guide published on the customs portal website to obtain this form);
2. Schematic diagram and plan of orchard.
(II) Fruit packing houses applying for registration for the first time shall apply to the local customs and submit the following materials:
1. Application Form for Registration of Exporting Packing Houses (download the Administrative Approval Matters Service Guide of Registration of Production, Processing and Storage Entities of Outbound Plants and Their Products and Other Quarantine Objects by searching the Customs Administrative Approval Service Guide published on the customs portal website to obtain this form);
2. Layout of packing house, process flow and brief description of packing house.
IV. Customs Daily Supervision and Management
(I) The customs conducts pest monitoring, toxic and harmful substance monitoring, and supervises and manages the exporting orchards and packing houses within its jurisdiction. The monitoring results and supervision situation are used as an important basis for the classification management of inspection and quarantine of outbound fruits.
(II) The exporting orchards and packing houses should implement effective pest monitoring, prevention, and integrated management measures to prevent and control the occurrence of quarantine pests that are of concern to the importing countries or regions. The exporting orchards and packing houses should comply with relevant laws, regulations and standards, and the agricultural chemicals used must meet the relevant food hygiene requirements and the requirements of the importing country or region. Packaging materials for outbound fruits must be clean, sanitary, unused, and meet the relevant hygiene quality standards. If the importing country or region has special requirements, the fruit packing boxes must be marked with information such as the type and place of origin, as well as the name or code of the orchard and packing house.
V. Export Declaration and Release
The exporters should apply for inspection and quarantine at the local customs for outbound litchi, and exporters can submit declarations through the China International Trade Single Window website. The customs implements on-site inspection and quarantine and laboratory testing in accordance with relevant work procedures and technical standards: 1. Verify the conformity of the documents with the goods; 2. Check whether the plant quarantine certificate and the relevant information of the packaging box meet the requirements of the importing country or region;
3. Check whether the fruit carries insects, diseases, branches and leaves, soil and pests. If suspected epidemics are found, relevant samples and pests should be sent to the laboratory for quarantine and identification in a timely manner according to relevant regulations and requirements.
Outbound litchis are allowed to leave the country if they have passed customs inspection and quarantine; those that have not been inspected and quarantined by the customs or have failed inspection and quarantine are not allowed to leave the country. The exporter shall go through customs declaration and clearance procedures with the data number of the electronic original account of the customs and other relevant materials, and apply for the issuance of inspection and quarantine certificates by the customs.
