In order to standardize the supervision and management of health quarantine for special goods and items entering and leaving the country, prevent the cross-border spread of infectious diseases, ensure public safety and health, and prevent and resolve public health risks, in accordance with the "Law of the People's Republic of China on Frontier Health Quarantine" and its implementing regulations, the "Law of the People's Republic of China on Biosafety", the "Regulations on AIDS Prevention and Control" and the "Regulations on Biosafety Management of Pathogenic Microorganisms Laboratories", this regulation has been formulated.
