The General Administration of Customs of P.R. China (GACC) held the National Customs Work Conference 2025 in Beijing from February 7 to February 8, reviewing the customs work of 2024 and outlining key tasks for 2025. Sun Meijun, the CPC Committee Secretary, GACC, attended the conference and delivered a speech. Wang Lingjun, the Deputy Customs Commissioner-General and Party Committee Member presided over the conference and delivered a summary address. GACC leaders Wang Lin, Lyu Weihong, Wu Haiping, Zhao Zenglian, Li Kuiwen, and Zhang Baofeng were also in attendance. Representatives from relevant central and state agencies were also invited to attend the conference.

The conference stressed that in 2024, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the customs offices nationwide stood united, forged ahead, fulfilled political responsibilities, and more firmly upheld the “Two Upholds.” They focused on reforms to improve efficiency, and better serve the nation’s overall agenda. Supervision was strengthened to mitigate risks, further securing national borders. Service optimization fostered convenience, enabling more proactive contributions to open development. By consolidating fundamentals, operational support was reinforced. With stronger capabilities and discipline, the comprehensive strict governance of the Party was deepened. These efforts ensured Customs' contribution to new progress and achievements in China’s economic and social development.

The conference stressed that the customs offices nationwide must always be loyal to the Party, must acquire a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, must be more conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership, must stay confident in the path, theory, system, and culture of socialism with Chinese characteristics, must uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee's authority and its centralized, unified leadership, must bear in mind the country's most fundamental interests consolidate and further deepen customs reform in an all-round way, strengthen goal guidance for reform, adhere to problem orientation for reform, enhance system concept for reform, strive to improve the level of customs institutional innovation and governance capacity building, and build the most competitive customs supervision system and mechanism in the world. The Customs must always bear in mind its responsibilities and missions, plan and promote customs work from the overall development of the cause of the Party and the state, continuously improve control efficiency and service level, stabilize expectations and stimulate vitality, prevent risks, and keep the bottom line, improve systems and lay a solid foundation, so as to achieve both "flexibility" and "control", guard the country's door and promote the actual results of development, and strive to create a new situation for customs work.

The conference pointed out that in 2025, the customs offices nationwide should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress, the Second and Third Plenary Sessions of the 20th CPC Central Committee and the Central Economic Work Conference. They should thoroughly study and implement President Xi Jinping's important instructions and the spirit of replying to all Khunjerab Customs officers, uphold and strengthen the overall leadership of the Party, and adhere to the general principle of making progress while ensuring stability, fully, accurately and comprehensively implement the new development concept, focus on building a new development pattern, better coordinate development and security. They should further deepen customs reform in an all-round way as the traction, take the construction of Smart Customs and the "Smart Customs Power" action as the starting point, promote central inspection and national audit rectification as the opportunity, strengthen officers team and primary level construction as the guarantee, and focus on achieving better supervision, higher safety, greater convenience, and stricter anti-smuggling. The customs offices nationwide should earnestly fulfill the mission of guarding the country and promoting development, improve customs supervision efficiency and service level, effectively prevent and defuse risks and external shocks in key areas, promote high-quality development and high-level opening up, play a good role as a gatekeeper that reassures the Party and satisfies the people, and provide modern services for customs work and boost Chinese Modernization.

The conference called for the customs offices nationwide to do the following: Do a solid job in 2025. Focus on strengthening national security. Tighten risk prevention and control chains. Pay close attention to the quality and efficiency of tax collection and management. Strictly guard port quarantine lines. Strictly control inspection safety passes. Strictly standardize supervision and law enforcement and severely crack down on illegal acts. Make efforts to promote the steady and quality improvement of foreign trade, promote the superposition of stock-increment policies, and continue to create a first-class port business environment, and promote the safety and stability of industrial chains and supply chains. Focus on serving high-level opening up and high-quality construction of the "Belt and Road", do a good job in the customs operation of Hainan Free Trade Port, optimize policies and measures to support regional opening up, and promote the construction of first-class modern ports. Make efforts to promote the construction of Smart Customs, integrate the construction of business scenarios, connect the construction of departmental matters, accelerate the construction of overall planning matters, and promote the implementation of the plan system. Focus on deepening the "Smart Customs Power" action, adhere to systematic deployment, project promotion and list-based management, and ensure the orderly implementation of various tasks. Focus on strengthening the construction of the cadre team, highlighting the building and strengthening of the leading group and cadre team, improving the ability of officers to perform their duties, and encouraging them to assume responsibility. Make efforts to promote comprehensive and strict governance over the Party, improve the quality of Party building at the grassroots level, consolidate and deepen the achievements of Party discipline learning and education, and root out corruption.

The Chief Engineer of GACC, the head of the Central Commission for Discipline Inspection and National Supervisory Commission’s discipline inspection and supervision team stationed at GACC, as well as the principal officials and discipline inspection leaders (discipline inspection committee secretaries) from all GACC departments, affiliated entities, and directly affiliated Customs offices, attended the conference.
