Notification on the Prevention of the Spread of Bulgarian Pests Des Petits Ruminants into China

Joint Notification No. 99, 2018


Recently, the Ministry of Agriculture and Food of the Republic of Bulgaria reported urgently to the World Organization for Animal Health (OIE) that an outbreak of pests des petits ruminants occurred in Jambol, which involving 160 goats and 380 sheep. The diagnostic nature of the outbreak is laboratory testing, and this is the first time that this kind of epidemic occurred in Bulgaria. In order to protect the safety of animal husbandry in China and prevent the spread of epidemic diseases, this Notification is made as follows, in accordance with the provisions of Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and other relevant laws and regulations:

 

I. It is prohibited to import cattle, sheep and their products from Bulgaria directly or indirectly and to stop issuing the Quarantine Permit for Entry Animals and Plants for the import of cattle, sheep and their related products from Bulgaria, and Quarantine Permit for Entry Animals and Plants that have been issued for the import shall be revoked.

 

II. All cattle, sheep and their products shipped from Bulgaria from the date of the promulgation of this Notification shall be returned or destroyed.

 

III. Cattle, sheep and their products from Bulgaria are prohibited by mailing or carrying by passengers, and will be returned or destroyed if found.

 

IV. In cases where cattle, sheep and their products from Bulgaria are found on international vessels, planes, trains and other means of transport passing through or staying in China from Bulgaria shall be sealed up and disposed of. The wastes and swills on the means of transport shall be disposed of after hazard-free treatment under the supervision of the entry-exit inspection and quarantine authorities, and shall not be discarded without authorization.

 

V. The cattle, sheep and their products from Bulgaria which have been illegally imported to China and intercepted by the customs, frontier defense and other departments shall be destroyed and disposed of under the supervision of the entry-exit inspection and quarantine authorities.

 

VI. Any violation of the above-mentioned provisions processed by the customs in accordance with Customs Law of the People’s Republic of China and Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations.

 

VII. The local customs, animal epidemic prevention and control agencies and animal health supervision agencies at all levels shall, in accordance with the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations and the Animal Epidemic Prevention Law of the People's Republic of China, cooperate closely with each other to carry out the careful quarantine, epidemic prevention and supervision.  

 

This Notification shall come into effect as of the date of promulgation.
