"Smart Supervision Plus Policy Push" Drive Ningbo's Cross-Border E-Commerce Exports Past 5 Billion Yuan Mark

Ningbo Yaji Logistics Co., Ltd. recently cleared a shipment of TV brackets through the Meishan Comprehensive Bonded Zone under Meishan Customs supervision. The company, a major player in cross-border e-commerce exports from special zones, has been part of the business since its launch in Ningbo and has witnessed its rapid growth.

According to official statistics, in the first 11 months of this year, Ningbo's cross-border e-commerce exports from special zones exceeded 5 billion yuan, reaching 5.393 billion yuan, up 20.73% year-on-year and ranking first nationwide. The growth reflects Ningbo Customs' continued efforts in regulatory innovation and streamlined clearance services, which have helped companies expand into overseas markets.

"Once goods are declared and enter the bonded zone, companies can process tax rebates and then export in batches according to overseas sales plans," said Li Feng, head of Yaji Logistics. "The goods are shipped by sea to Amazon warehouses abroad for storage and sale, then delivered to international consumers through e-commerce platforms." The model helps companies stock up in advance and respond quickly to orders, significantly boosting their competitive edge, Li added.

The cross-border e-commerce special zone export model offers immediate tax rebates upon entry, faster delivery times, and lower return costs. Goods enter bonded warehouses in special regulatory zones as consolidated shipments, then are sent out as individual parcels based on actual orders. This approach improves logistics efficiency while sharply reducing overseas warehousing risks and capital requirements for companies.

"Under this model, companies can bring goods in bulk and ship them out as parcels, greatly improving order response times," said Ji Zhou, chief of the General Operations Section I at Meishan Customs. "The tax rebate process is also simpler and more efficient, enabling faster cash flow recovery—especially beneficial for micro, small, and medium-sized enterprises."

To capitalize on cross-border e-commerce growth, Ningbo Customs has improved supervision and integrated "Smart Customs" initiatives with bonded zone e-commerce policies. A key innovation is the "one warehouse, multiple functions" international consolidation model. Under this system, goods with different regulatory classifications can be consolidated for export under customs supervision using an "inspect first, pack later" approach. Companies complete declaration, inspection, packing, and clearance in a single location, boosting logistics efficiency and on-time shipping rates. An integrated management platform now links company warehouse systems with customs systems, making clearance processes smarter and more streamlined and then creating a more convenient and efficient clearance environment for enterprises.

Going forward, Ningbo Customs will continue to advance institutional innovation and policy support, promote data connectivity among comprehensive bonded zones in the Yangtze River Delta region, and help traditional foreign trade companies expand internationally through cross-border e-commerce. These efforts aim to provide sustained momentum for building a "dual circulation" development paradigm.
