Notification on the Prevention of the Spread of Estonian Highly Pathogenic Avian Influenza into China

Recently, Estonian officials reported urgently to the World Organization for Animal Health the outbreak of H5N8 infection with highly pathogenic avian influenza. In order to protect the safety of animal husbandry in China and prevent the spread of epidemic diseases, this Notification is made as follows, in accordance with Customs Law of the People’s Republic of China, Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and other relevant laws and regulations: 
I. Direct or indirect imports of poultry and related products from Estonia are prohibited (derived from unprocessed poultry or related products or that, although processed, are still likely to spread epidemics). 
II. Poultry and related products from Estonia are prohibited by mailingor carrying by passengers, and will be returned or destroyed if they are found.
III. All poultry and their products from Estonia found on entry means of transport (e.g. ships, aircraft, international trains, etc.) shall be sealed up (except for poultry for self-use, but shall not be taken out of the means of transport) and shall not be opened for use without the permission of the customs during the stay or operation in China. The wastes and swills shall be disposed of after carrying out the hazard-free treatment under the supervision of the customs, and shall not be discarded without authorization. If an outbreak of infection with highly pathogenic avian influenza is found on the means of transport, epidemic prevention and disinfection of the contaminated or potentially contaminated areas shall be supervised and handled strictly in accordance with the law. 
IV. The poultry and their products from Estoniawhich have been illegally imported to China and intercepted by frontier defense and other departments shall be destroyed under the supervision of the customs. 
V. Any violation of the above-mentioned provisions shall be processed by the customs in accordance with Customs Law of the People’s Republic of China, Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and the relevant provisions of their implementing regulations. 
6. The customs, animal epidemic prevention and control agencies, and animal health supervision agencies at all levels shall, in accordance with the relevant provisions of Customs Law of the People’s Republic of China, the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and Animal Epidemic Prevention Law of the People’s Republic of China, cooperate closely carry out the careful quarantine, epidemic prevention and supervision. 
This Notification shall come into effect as of the date of promulgation.
