A Comprehensive Guide to Health Supervision at Aviation Ports of Entry

To strengthen the health supervision and management of food production, food sales, catering service, drinking water supply, public places, and storage facilities at aviation ports of entry, ensure the health and safety of border ports, and safeguard public health, customs designates border port health supervisors to conduct health supervision of port operating entities in accordance with the Frontier Health and Quarantine Law of the People's Republic of China, the Measures Concerning Supervision of Sanitation at Border Ports of the People's Republic of China, and the Measures for the Administration of Health Licensing at Frontier Ports.

I. Principal Responsibilities for Health Supervision at Aviation Ports of Entry

(1) Health Supervision of Food Production and Operating Entities

Ensure food safety at aviation ports of entry, improve food safety standards at ports, and ensure that all food safety requirements comply with regulatory standards.

(2) Health Supervision of Drinking Water Supply Entities

Regulate drinking water hygiene at aviation ports of entry, promptly identify harmful factors endangering drinking water safety, and safeguard drinking water safety and hygiene.

(3) Health Supervision of Public Places

Conduct the health supervision of public places at aviation ports of entry in accordance with the law.

(4) Health Supervision of Inbound and Outbound Aircraft

In accordance with the law, conduct inspections of aircraft health system documentation, food hygiene, drinking water hygiene, wastes, vector-borne organisms, environmental sanitation, medical emergency systems, and other aspects to prevent cross-border transmission of infectious diseases, and safeguard public health and safety.

(5) Health Supervision of Storage Facilities

Conduct health inspections of storage facilities at aviation ports of entry in accordance with the law, safeguard environmental sanitation at aviation ports of entry, and prevent the proliferation of vector-borne organisms and disease introduction.

(6) Vector-Borne Organism Surveillance and Control Supervision

Conduct vector-borne organism surveillance and supervise and guide relevant entities and personnel in vector-borne organism prevention and control.

(7) Health Supervision of Solid and Liquid Waste Disposal

Supervise responsible officials of relevant departments and conveyances at aviation ports of entry in the sanitary disposal and harmless treatment of feces, garbage, and sewage.

II. How to Conduct On-Site Health Supervision at Aviation Ports of Entry

(1) Inspection Process

Following the principle of "dual random and public disclosure," inspections should be conducted by 2 or more border port health supervisors on relevant operating entities within the jurisdiction of the port.

Prior to conducting an inspection, health supervisors shall complete the "Notice of Administrative Inspection for Health Supervision at Customs Ports of the People's Republic of China." Upon completion of the inspection, these supervisors shall complete the "Record Form of Administrative Inspection for Health Supervision at Border Ports" and the "On-site Inspection Form for Routine Health Supervision," which shall be signed and confirmed by the enterprise. Based on the "On-site Inspection Form for Routine Health Supervision," health supervisors shall report the inspection findings to the enterprise. For any non-compliant items identified, customs will require the relevant enterprise to implement corrective measures.

(2) Food Safety Sampling Inspection

Based on the border port food safety sampling inspection plan, laboratory testing and on-site rapid testing shall be conducted. Laboratory testing refers to food sampling, laboratory examination, retesting, and handling, among other activities, conducted on food production and operating entities at the port as well as entry and exit conveyances staying at the port, during routine supervision and inspection work and special inspections. On-site rapid testing refers to on-site rapid food testing conducted on food production and operating entities at the port during routine supervision and inspection work.

(3) Health Supervision of Drinking Water

Health supervision shall be conducted in accordance with the national standards for drinking water hygiene and the specific content of the "On-site Inspection Form for Routine Health Supervision of Drinking Water Supply Entities at Border Ports." Priority shall be given to the inspection of the following: whether ports' self-supplied water source enterprises hold health permits; water source protection and vector-borne organism control measures; whether personnel engaged in water supply and management hold valid health examination certificates; whether personnel engaged in water supply and management have received health knowledge training; the status of health permit approvals for water-related products; whether water supply and storage equipment is regularly cleaned and disinfected; water disinfection conditions; and self-testing of water quality.

(4) Health Supervision of Public Places

Priority shall be given to inspection of the following: enterprise qualifications and environmental sanitation; establishment of health management departments or designation of health management personnel; establishment of health management records; health examinations of operating personnel; public disclosure of health permits and health inspection information; cleaning, disinfection, and sanitation of customer utensils; vector-borne organism prevention and control in public places; waste storage facilities and equipment; hygiene management of centralized air conditioning and ventilation systems; monitoring of indoor air quality and microclimate; and random inspection of the hygiene status of customer utensils.

(5) Vector-borne Organism Surveillance

Establish a vector-borne organism risk analysis mechanism and conduct risk analysis of the introduction of imported vector-borne organisms and surveillance risk analysis of vector-borne organisms in border port areas. Conduct vector-borne organism surveillance work within the jurisdictional scope of the port and undertake baseline surveys of vector-borne organisms at newly established or expanded border ports. Conduct imported vector-borne organism surveillance work in conjunction with routine supervision and inspection at the port. Conduct surveillance of imported vector-borne organisms on aircraft, cargo, baggage, mail, and express packages. Collect evidence of vector-borne organisms identified and, as required, timely collect samples for species identification and pathogen detection. Report positive detection results and typical cases in a timely manner as required.

(6) Legal Publicity and Education

Conduct health publicity and education, disseminate health knowledge, and enhance the awareness of staff of relevant enterprises at aviation ports of entry in complying with and implementing applicable laws and regulations.

III. Application for Border Port Health Permit

Enterprises may complete the entire application process online through the "Integrated Government Services Platform for Customs" on the GACC website. Customs will issue an administrative permit decision within 13 working days from the date of accepting the application.
