In order to strengthen and standardize the supervision of administrative law enforcement, promote strict, standardized, fair and civilized law enforcement, enhance the level of law-based administration, and strengthen the construction of a law-based government, in accordance with the Constitution of the People's Republic of China, the Organization Law of the State Council of the People's Republic of China, and the Organization Law of People's Congresses at All Local Levels and Local People's Governments at All Levels, this regulation is hereby formulated.
