GACC Launches a New Round of 16 Support Measures to Boost the Integrated Development of Yangtze River Delta Region

BEIJING, Dec. 29 (Guangming Daily/Zhang Yi) — On December 29, the GACC announced a new round of 16 measures to support the integrated development of the Yangtze River Delta region, focusing on five aspects: supporting the development of new quality productive forces, promoting cost reduction and efficiency improvement in logistics, creating a high-level business environment at ports, resolutely safeguarding national security, and improving overall intelligent governance.

The measures to strengthen cross-regional collaboration in technological and industrial innovation, and support the development of new quality productive forces, include three main initiatives: Facilitate the cross-border circulation of innovation elements, optimize the entry and exit supervision mode of special articles, cooperate with local governments to continuously promote the pilot "white list" of imported items for biomedical research and development and explore cross-regional mutual recognition of the "white list", so as to promote collaborative innovation in the biomedicine industry in the Yangtze River Delta region; Promote the efficient supply of advanced production factors, optimize the control and inspection mode of high-tech goods such as vacuum packaging, build a smart network platform, and support key industries in the Yangtze River Delta region to apply the enterprise group processing trade supervision model for non-delinquent processing trade enterprises as leading enterprises; Support the development of emerging trade formats, optimize and improve the export customs transit mode of cross-border e-commerce, support the development of cross-customs bonded display transaction business, study and promote the pilot of positive list management system for imported consumer goods in Yiwu.

The Yangtze River Delta region is one of the regions with the most dynamic economic development, the highest degree of openness and the strongest innovation ability in China. It holds a pivotal strategic position in the overall situation of national modernization drive and comprehensive opening-up pattern. The newly introduced measures by the GACC are designed to align with the directives of the Third Plenary Session of the 20th Central Committee of CPC, emphasizing the Yangtze River Delta's role as a driving force for high-quality development. These measures address new circumstances and tasks and build upon two previous rounds of supportive initiatives launched in 2019 and 2020. Over the past five years, the two rounds of measures launched by GACC to support the integrated development of the Yangtze River Delta region have been fully implemented and achieved significant results. From January to November this year, the total import and export value of the three provinces and one city in the Yangtze River Delta region reached 14.56 trillion yuan, marking a 5% year-on-year increase and accounting for 36.6% of China's total import and export value during the same period.

In the next step, GACC will guide customs authorities in the Yangtze River Delta region to fully leverage the collaborative work mechanism of regional customs. Efforts will be focused on implementing the 16 support measures to achieve tangible results, fostering the development of key industries and emerging business models, reducing logistics costs and enhancing efficiency, creating a high-level business environment at ports, and strengthening the foundation for secure development. Together, these initiatives aim to support the Yangtze River Delta in becoming a driving force for high-quality development.
