China Railway Express (Shenyang) Hub Has Operated 1492 Trains in Two Years

Inside the China-Europe Railway Express (Shenyang) Hub, cranes and hoists move back and forth, lifting and lowering containers loaded with daily necessities and mechanical parts, then placing them into train carriages. As the whistle blows, a train slowly leaves the China-Europe Railway Express (Shenyang) Hub en route to Europe, marking the Hub’s second anniversary since it became operational.

The China-Europe Railway Express (Shenyang) Hub officially began operations in March 2023, leveraging the Shenyang Puhe Logistics Base to integrate regional logistics resources, innovate logistics development models, and continually expand its export reach. It now covers all "three corridors and six ports" domestically, has established more than 20 overseas hub stations, and attracted over 2,000 foreign trade companies.

"Over the past two years, our Hub has dispatched a total of 1,492 trains, transporting more than 122,000 TEUs," said Wang Jihong, Deputy General Manager of the China-Europe Railway Express (Shenyang) Hub Construction and Operation Co., Ltd. "Our growing number of train services would not have been possible without the support of Liaozhong Customs. By creating a data exchange platform with Customs, we have achieved mutual information sharing, enabling faster customs clearance for foreign trade enterprises."

Liaozhong Customs has optimized clearance procedures and simplified customs formalities, achieving data connectivity among customs, railways, and enterprises. Manifest data can now be pre-processed at local customs, effectively "moving port operations forward." Each train thereby saves around 20 hours in customs clearance, and the overall logistics timeline is cut by about 40 hours.

"To promote the high-quality development of the China-Europe Railway Express (Shenyang), we have created a 'one-stop' clearance platform and supported the establishment of railway supervision workstations, enabling import/export clearance, loading, and dispatch to be handled in a single step—ensuring 'one customs declaration, one inspection, and clearance across the entire route.'" According to Yu Long, Head of the Second Supervision Section at Liaozhong Customs, they have fully utilized the benefits of the International Trade Single Window platform to achieve seamless interdepartmental coordination, continually streamlining declaration and inspection processes, and assigning dedicated personnel to track logistics from end to end—enabling “immediate arrival, immediate inspection, immediate release, and immediate transfer.”

In addition, Liaozhong Customs has refined and promoted the "Railway Rapid Clearance" model, allowing local customs to review and monitor electronic data for transit supervision of railway export goods.
