Retail-packaged infant formula with milk as the primary ingredient, containing no cocoa or with fully defatted cocoa content below 5% by weight, shall be classified under Tariff No. 1901.1010.
III. Plush Toys
Plush toys first emerged in the early 19th century, reportedly originating from an American tailor who crafted a small bear from sheepskin and named it "Teddy Bear". In 1902, Steiff Company began specialized production of teddy bear plush toys, which quickly gained popularity among children. Colored pencils composed of wooden barrels and colored leads should be classified under Tariff No. 9609.1020, while watercolor markers and similar instruments fall under Tariff No. 9608.2000.
