3. Eligibility Requirements for Export Food Manufacturers
· Food manufacturing enterprises within the People's Republic of China intending to engage in export activities.
· A food safety and hygiene control system centered on hazard analysis and preventive control measures shall be established and implemented, incorporating a comprehensive food protection plan. Export food manufacturers shall ensure the effective operation of their food safety and hygiene control system, guaranteeing continuous compliance with relevant Chinese laws and regulations, their own safety and hygiene requirements, as well as the legal requirements of the importing country (region) throughout the production, processing, and storage processes of export food.
4. Application materials for export food manufacturers
A completed "Application Form for Registration of Export Food Manufacturing Enterprises" must be submitted.

The customs will review the applicant's submission. If all required materials are provided and statutory conditions are met, it will issue the "Export Food Manufacturer Registration Certificate."
II. Beer Export Declaration Procedures
(1) Export food manufacturers and exporters must, in compliance with laws, administrative regulations, and GACC requirements, submit pre-export supervision applications to their local customs with supporting documents including contracts, invoices, packing lists, factory qualification certificates, and raw material supply certificates for export food processing. The application must include accurate declarations for all exported food items, specifying product names, specifications, quantities/weights, production dates, and other relevant details.
Application Procedure: Submit your request via China International Trade Single Window - Goods Declaration - Local Inspection - Electronic Original Account Application (https://www.singlewindow.cn/).
(II) The Customs will conduct on-site inspections and collect samples for testing of the declared goods in accordance with relevant regulations.
1. For qualified goods after evaluation, electronic original account data will be generated and the account number will be provided to the enterprise. If all requirements are met, an inspection and quarantine certificate will be issued as per regulations;
2. For goods that fail the evaluation, a non-conformity notice will be issued and export will be prohibited.
(III) Enterprises should submit applications through "China International Trade Single Window - Goods Declaration - Export Customs Declaration Integrated Reporting" using the electronic original account along with required documents such as contracts, invoices, packing lists, and factory certificates. The customs declaration form must be completed according to the specified format.
(IV) Important Notice
Malt brewed beer falls under HS code 22030000, requiring compliance with 8 standardized declaration elements:
1. Product name (in both Chinese and foreign languages);
2. Brewing method: "Malt brewed" must be declared for goods classified under HS 2203;
3. Alcohol by volume (ABV): Indicated as "%vol";
4. Post-fermentation additives (if applicable): Specify types of mixed substances;
5. Malt extract concentration;
6. Packaging specifications: Describes unit packaging format (e.g., "750ml/bottle × 12 bottles/case" or "1000L/barrel");
7. Brand name (in Chinese or foreign language);
8. Manufacturing date;
9. GTIN code: Must be accurately declared using one of four standard formats: GTIN-8, GTIN-12, GTIN-13, or GTIN-14. For products without GTIN codes, declare as "No GTIN".
Important Notice:
Alcohol exporters must comply with international technical regulations covering: alcoholic beverage labeling, food safety standards, and food contact material requirements.
