I. Basis for Inspection and Quarantine

II. Products Permitted for Import
Croatian dairy products exported to China refer to foodstuffs primarily prepared from heat-treated cow or sheep milk, including pasteurized milk, sterilized milk, modified milk, fermented milk, chees and processed cheese, cream, butter, anhydrous butter, condensed milk, milk powder, whey powder, whey protein powder, colostrum powder, casein, milk mineral salts, milk-based infant formula, and their premixes or base powders.
III. Requirements for Production Facilities
Dairy products exported from Croatia to China must come from producers officially approved by the Croatian authorities and registered with the Chinese authorities.
IV. Animal Quarantine Requirements
The dairy animals used for providing raw milk for dairy products exported to China must comply with the following conditions:
1. They originate from farms free from FMD Disease, Anthrax, Rinderpest, Peste des Petits Ruminants, Sheep Pox, Rift Valley Fever, Contagious Bovine Pleuropneumonia, Bovine Spongiform Encephalopathy (BSE), and Scrapie.
2. The dairy animals have no history of Brucellosis, Paratuberculosis, or Tuberculosis.
3. The farms are under the supervision of the Ministry of Agriculture of the Republic of Croatia or a third-party body accredited by the Ministry.
4. The farm and its surrounding areas are not subject to quarantine restrictions due to animal diseases as stipulated in the OIE Code and Croatian official animal health regulations.
V. Quarantine Approval Requirements
The importation of pasteurized milk and reconstituted milk products made using pasteurization from Croatia must undergo quarantine approval procedures and obtain the "Entry Animal and Plant Quarantine Permit."
VI. Certification Requirements
Dairy products exported from Croatia to China must be accompanied by a health certificate issued by the official Croatian authorities.
VII. Food Safety Requirements
Dairy products exported from Croatia to China must meet China's national standards for food safety.
VIII. Packaging and Marking Requirements
Dairy products exported to China from Croatia must be packaged using new materials meeting China's relevant standards. The outer package must indicate, in both Chinese and English, the specifications, place of origin (specified down to state/province/city), destination, product name, weight, production facility name, registration number, production lot number, storage conditions, production date, and shelf life.
The inner packaging must adhere to Chinese regulations, with labels clearly indicating the country of origin, product name, enterprise registration number, manufacturer’s name, address and contact details, production date, shelf life, and production batch number.
