General Administration of Quality Supervision, Inspection and Quarantine Notification

On January 7, 2011, Bulgaria reported urgently to the World Organization for Animal Health (OIE) that, on January 4, an outbreak of Aftosa epidemic occurred in Burgas. And on January 11, Bulgaria reported to OIE that Aftosa epidemic in cattle, sheep and pigs occurred in a village. In order to prevent the spread of the disease into China and to protect the safety and human health of animal husbandry in China, this Notification is made as follows, in accordance with relevant laws and regulations such as Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants:
I. It is prohibited to import cloven-hoofed animals and their products directly or indirectly from Bulgaria and to stop issuing Quarantine Permit for Entry Animals and Plants for the import of cloven-hoofed animals and their products from Bulgaria.
II. All cloven-hoofed animals and their products from Bulgaria that have been shipped from the date of publication of this Notification shall be returned or destroyed.
III. Cloven-hoofed animals and their products from Bulgaria are prohibited by mailing or carrying passengers, and will be returned or destroyed if found.
IV. In cases where cloven-hoofed animals and their products from Bulgaria are found on international vessels, planes, trains and other means of transport passing through or staying in China from Bulgaria shall be sealed up and disposed of. The wastes and swills on the means of transport shall be disposed of after hazard-free treatment under the supervision of the entry-exit inspection and quarantine authorities, and shall not be discarded without authorization.
V. The cloven-hoofed animals and their products from Bulgaria which have been illegally imported to China and intercepted by the customs, frontier defense and other departments shall be destroyed and disposed of under the supervision of the entry-exit inspection and quarantine authorities.
VI. Any violation of the above-mentioned provisions shall be processed by the entry-exit inspection and quarantine authorities in accordance with Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations.
VII. The entry-exit inspection and quarantine authorities, animal epidemic prevention and control institutions, and animal health supervision agencies at all levels and animal health supervision agencies shall, in accordance with the Quarantine Law of the People’s Republic of China on Entry and Exit Animals and Plants and its implementing regulations and the Animal Epidemic Prevention Law of the People's Republic of China, cooperate closely with each other to carry out the careful quarantine, epidemic prevention and supervision.
This Notification shall come into effect as of the date of promulgation.
