China Bolsters Regulation of Used Vehicle Exports

Beijing, November 14 (Xinhua News Agency)–By Xie Xiyao, Tang Shining–The Ministry of Commerce, in conjunction with three other government departments, has recently issued a joint directive aimed at enhancing the regulation of used vehicle exports. The circular, reported by Xinhua News Agency today, focuses on strictly prohibiting the export of new vehicles disguised as used, standardizing the application and issuance of export licenses, and establishing a dynamic management and exit mechanism for exporting enterprises.

The circular mandates that, effective January 1, 2026, for vehicles submitted for export within 180 days (inclusive) from their initial registration, local commerce authorities shall direct local enterprises to provide an "After-Sales Service Confirmation Letter" from the vehicle manufacturer. Furthermore, these authorities are to ensure that enterprises accurately and comprehensively complete export license applications, verifying that details such as vehicle brand, model, registration date, and transfer date for export align with the "Motor Vehicle Registration Certificate." Local commerce authorities are also tasked with bolstering their used vehicle export credit evaluation systems. They are to conduct regular oversight and ongoing management of businesses, referencing the "Negative List of Dishonest Conduct in Used Vehicle Export," to ensure ethical business practices and fair competition in the export sector.

The circular further proposes to strengthen compliance review and strictly enforce licensing requirements for vehicles exported as modified vehicles. It also aims to continuously foster the healthy development of used vehicle exports, enhance the international operation capabilities of enterprises, and improve the export supporting ecosystem.
