Policy Interpretation: Announcement on Further Clarifying the Management Matters of Transport Enterprises and Their Transport Vehicles Carrying Goods under Customs Supervision within the Territory of China

I. Context and Aims

To facilitate cross-border trade and enhance the regulatory framework for filing of domestic carriers of Customs-controlled goods and their transport vehicles, Customs authority has not only optimized the relevant management system but also digitized the filing procedure itself, now enabling enterprises to complete all filings online.

II. Key Improvements

1. The China International Trade Single Window has launched an online filing service for domestic carriers of Customs-controlled goods and their transport vehicles, enabling paperless declaration. The platform also clarifies the required data fields and entry specifications for associated legal document templates.

2. The management approach for transport enterprises and their vehicles under the Measures of the Customs of the People's Republic of China for the Administration of Transportation Enterprises Undertaking the Road Transportation of Goods under Customs Supervision within the Territory of China and the Vehicles Thereof  has been changed from “registration” to “filing”. Relevant legal document templates have been amended and corresponding forms updated.

3. Legal document templates relating to alterations and cancellations in the filing management of domestic water transport enterprises and their vessels carrying Customs‑controlled goods have been introduced.
