"Made in Ninghai" Continues to Deepen Its Presence in CEE Market

As China's first China-CEEC Economic and Trade Cooperation Demonstration Zone, Ningbo continues to deepen and expand economic and trade collaboration with Central and Eastern European countries (CEEC). In 2024, Ningbo's import and export volume with CEEC reached RMB 56.13 billion, tripling that of 2017. During the first quarter of this year, the import and export volume reached RMB 15.29 billion, reflecting a year-on-year increase of 19.8%.

In Ninghai, an industrial powerhouse, the bustling activities of enterprises weave a vivid picture of the "Made in Ninghai" group strengthening its focus on the CEE market.

Recently, a batch of new energy forklifts was assembled and officially rolled off the production line at Ningbo Ruyi Joint Stock Co., Ltd. After being inspected and cleared by Ninghai Customs under Ningbo Customs, this batch of forklifts was shipped to Budapest, Hungary, and deployed for operations in a large local logistics park.

As a leading enterprise in the domestic logistics and material handling equipment sector, Ningbo Ruyi Joint Stock Co., Ltd.'s journey of "going global" in the CEE market serves as a vivid example of how customs "policy empowerment" fosters the "innovation and breakthroughs of enterprise".

"The CEE market has a strong preference for green, intelligent logistics equipment. From January to April this year, the export value of our forklifts, electric pallet trucks, and other products achieved a year-on-year increase of approximately 28.6%. In particular, the independently developed lithium battery-powered equipment, known for its long battery life and fast-charging technology, has accounted for 60% of the total orders in CEE," introduced Chu Jiang, Chairman of Ningbo Ruyi Joint Stock Co., Ltd. In recent years, the company has seized the opportunity of high-quality participation in the "Belt and Road Initiative", focusing on smart and green transformation. Catering to the special operational needs of CEEC countries, which experience prolonged cold seasons annually, the company introduced low-temperature antifreeze hydraulic systems and anti-skid tires. Consequently, its market share in countries such as the Czech Republic, Slovakia, and Poland has shown steady growth.

The leap in product competitiveness would not have been possible without the comprehensive support and oversight provided by the Customs along the entire supply chain. Faced with the stringent CE certification and machinery safety directive requirements in the CEE market, Ningbo Customs fully utilized the China-CEEC Customs Information Center to provide enterprises with updates on the monitoring and analysis of trade activities between Ningbo and relevant Central and Eastern European countries. It also released the latest customs clearance guidelines for electromechanical products and information on technical trade measures, offering valuable informational support to enterprises. At the same time, based on the latest standards, enterprises were guided to optimize technical documents, standardize labels and markings, and organize production strictly in compliance with the regulations to mitigate risks of goods being returned from the source. Additionally, Ningbo Customs has developed a credit cultivation plan to assist enterprises and guide "Authorized Economic Operators" (AEO) through the re-certification process seamlessly.

"AEO certification enables our export goods to benefit from customs clearance facilitation in mutually recognized countries. The customs inspection rate has significantly decreased, thereby reducing the clearance time," said Chu Jiang. Today, the company's intelligent production line operates around the clock, shipping an average of over 200 new energy handling devices daily to CEEC.

In the workshop of Qijing Machinery Co., Ltd., a leading benchmark enterprise in Ninghai's manufacturing cluster, workers are diligently assembling precision automotive components. A batch of transmission components made from new lightweight alloys is set to be shipped to a new energy vehicle factory in Slovakia, following inspection and clearance by the Customs.

"To meet the zero-defect supply chain requirements of CEE customers, we have continuously innovated by introducing fully automatic optical screening systems, enhancing product inspection accuracy to the 0.01 mm level. Leveraging the trade security advantages of AEO certification, we have successfully joined the supply chains of automotive manufacturers such as Skoda and Dacia," said Wang Shoufeng, Administrative Manager of Qijing Machinery Co., Ltd.

With the dual support of technological innovation and customs services, "Made in Ninghai" is accelerating its breakthrough in the Central and Eastern European (CEE) market. "Through a series of policy advocacy activities organized by the China-CEEC Customs Information Center, the customs provided us with a detailed interpretation of the EU's stringent chemical substance control requirements and guided us in developing environmentally friendly surface treatment processes. This significantly enhanced the compliance of our export products, reducing the heavy metal residues by 90% compared to traditional processes," said Wang Shoufeng. From January to April this year, the company's export value saw a year-on-year increase of approximately 19.4%.

From single-product export to industrial cluster linkage, from the "golden signboard" of AEO to overcoming technical barriers, "Made in Ninghai" is forging ahead in the Central and Eastern European (CEE) market, propelled by technological innovation and information empowerment.
