China Inspection and Quarantine Times: Recently, a batch of shampoo, shoes, dolls and other commodities imported by Zhejiang Free Trade Zone Quanshang E-commerce Co., Ltd. adopted the new model of "two-step declaration" reform and optimization to complete customs clearance procedures through Ningbo Free Trade Zone Customs under Ningbo Customs, marking the implementation of this model in the cross-border e-commerce field in Ningbo.

The "two-step declaration" reform is an important measure for the customs to continuously optimize the port business environment and improve the level of cross-border trade facilitation. The companies can first realize the rapid pick-up of goods through summary declaration, and then complete the full information declaration within the specified time. Starting from May 6 this year, the General Administration of Customs simultaneously carried out a pilot program for optimizing the "two-step declaration" reform at 11 business sites of 9 directly affiliated customs including Ningbo Customs, and fully implemented it in customs across the country starting from June 16.

It is understood that the new model integrates the declaration interfaces of "two-step declaration" and "single declaration, phased processing" in the international trade "single window", realizing unified entry operations. It also supports companies to upload supporting documents such as certificates of origin and quarantine and inspection certificates during the summary declaration stage. At the same time, the declaration items have been further streamlined. During the summary declaration stage, there is no need to select complex items related to taxes, certificates, or inspections. The dynamic management of the negative list has been implemented to clarify the scope of prohibited and restricted controls and special commodities, while relaxing the requirements for complete declarations, eliminating the need to wait for goods to be picked up.

"The new model seems to be 'tailor-made' for cross-border e-commerce." Li Sun, Head of Zhejiang Free Trade Zone Quanshang E-commerce Co., Ltd., introduced. The imported goods in cross-border e-commerce have many names and types, and the product information provided by overseas shippers is often less accurate. It is difficult for companies to grasp all the information of goods before seeing the actual goods, and it is difficult to declare accurately. The new model enables companies to first submit a preliminary declaration with key information for cargo pickup, and complete the full documentation later. This approach effectively eliminates the costly overseas inventory sorting process. "Now we can conduct 'inventory sorting before customs declaration'. This not only reduces declaration errors but improves clearance efficiency while further lowering our operational and logistics costs." Li Sun explained.
