This regulation is formulated in accordance with the Cybersecurity Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China and other laws, with the aim of promoting the safe, orderly and efficient sharing and utilization of government data, enhancing the government's digital governance capacity and the efficiency of government services, and comprehensively building a digital government.
