Inspection and Quarantine Requirements for Imported Dairy Products from Slovakia

I. Basis for Inspection and Quarantine

(I) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, Regulations for the Implementation of the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine, Law of the People's Republic of China on Import and Export Commodity Inspection, Regulations for the Implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection, Food Safety Law of the People's Republic of China, and Regulation on the Implementation of the Food Safety Law of the People's Republic of China.

(II) Measures of the People's Republic of China for the Administration of Safety of Imported and Exported Food.

(III) Protocol between the General Administration of Customs of the People's Republic of China and the State Veterinary and Food Supervision Administration of the Slovak Republic on the Animal Hygiene and Public Health Conditions for Dairy Products Exported from Slovakia to China.

II. Products Permitted for Import

Dairy products exported from Slovakia to China refer to foods processed using heated cow or goat milk as the primary raw materials. These include pasteurized milk, sterilized milk, modified milk, fermented milk, various cheeses and processed cheeses, cream, butter, anhydrous butter, condensed milk, milk powder, whey powder, whey protein powder, colostrum powder, casein, milk mineral salts, dairy-based infant formulas and their premixes (or base powders), among others.

III. Requirements for Production Facilities

Slovak dairy production enterprises exporting products to China must obtain official approval from Slovak authorities and be registered with the Chinese regulatory body.

IV. Certification Requirements

Dairy products exported from Slovakia to China must include a health certificate issued by Slovak authorities.

V. Food Safety Standards

Dairy products exported from Slovakia to China are required to comply with China's national standards for food safety.

VI. Packaging and Labeling Requirements

Dairy products exported from Slovakia to China must be packaged in new materials that comply with relevant Chinese standards. The outer packaging should clearly display the specifications, origin (specified down to state/province/city), destination, product name, weight, manufacturer’s name, registration number, production batch number, storage conditions, production date, and shelf life in both Chinese and English.

The inner packaging must adhere to Chinese regulations, with labels clearly indicating the country of origin, product name, enterprise registration number, manufacturer’s name, address and contact details, production date, shelf life, and production batch number.

VII. Storage and Transport Requirements

The entire process of storing and transporting dairy products from Slovakia to China must comply with sanitary standards to prevent contamination by toxic or harmful substances. Products loaded into containers must be securely sealed, and the seal numbers should be clearly stated in the health certificate. During transportation, packaging must remain intact and not be replaced or opened.
