China Inspection and Quarantine Times - “We are now conducting an online inspection of your company via video link. Please assist in filming the storage conditions of the imported grains in your warehouse.” Recently, Doumen Customs, a subsidiary of Gongbei Customs, carried out a remote video inspection of Gold Coin Zhuhai Co., Ltd. through its “Screen-to-Screen” studio. This marks the first remote video inspection conducted within the Gongbei Customs District since the General Administration of Customs designated Gongbei as one of the first pilot Customs districts for this initiative.
To minimize the frequency of on-site inspections and lower operational costs for businesses, Customs has introduced a new inspection model. Eligible companies can now undergo remote video inspections for certain management-related compliance items. Customs officers no longer need to be physically present, which reduces disruption to normal business operations, enhances the level of Customs services, and enables more precise and efficient supervision.
It is said that the inspection integrated two procedures - storage and processing of imported grains, and production and processing of exported feed - all handled by a single inspection team in one session. This “one video link handles multiple inspections” approach optimizes staff deployment and saves companies costs related to transportation, manpower, and time otherwise spent on repeated on-site inspections and visits to Customs offices.
“The 40-kilometer commute has been reduced to zero, multiple inspections have been merged into one, and a process that used to take two days for on-site inspection now takes just two hours online. We no longer need to make a separate trip to submit paperwork. It’s incredibly efficient,” said Zhu Jianhua, Quality Control Manager at Gold Coin Zhuhai Co., Ltd.
To further promote remote video inspections, Doumen Customs has conducted multiple field visits to local enterprises within the jurisdiction under the “Customs Chief Visits Enterprises for Policy Briefings” program. By combining remote video inspections with integrated operational procedures, the Customs has significantly cut inspection time and eased the compliance burden on businesses.
