Recently, the 4th China-CEEC Expo & International Consumer Goods Fair was successfully held in Ningbo, Zhejiang Province. As a key supporting force for the Expo, Ningbo Customs delivered professional, efficient, and intelligent services to facilitate China's open engagement with CEE markets, contributing fresh customs-driven momentum to the Belt and Road Initiative.
"We have just reached a preliminary cooperation agreement with Serbian exhibitors. Regarding the inspection and quarantine requirements for food imports, the customs officers provided a comprehensive solution on-site. This seamless service significantly boosts our confidence in expanding international operations," said Mr. Wang, an import business owner based in Ningbo.
At the exhibition venue, our correspondent learned that Ningbo Customs has adopted a dual approach of "precision services+smart supervision," establishing temporary customs inspection stations, consultation desks, and AI-powered service platforms to provide exhibitors with end-to-end "one-stop" solutions. This initiative demonstrates their commitment to safeguarding national-level exhibitions through both technological excellence and professional expertise.
Ningbo Customs has developed specialized clearance procedures for Central and Eastern European specialty exhibits like dairy products and handicrafts, while offering policy consultations on import/export regulations and interpretations of international legal compliance frameworks. To facilitate the swift setup of exhibits arriving during the exhibition, Ningbo Customs established a temporary inspection zone, implementing an "inspect upon arrival, display after inspection" protocol for exhibits requiring customs clearance.
Ningbo Customs patrol officers conduct real-time monitoring of exhibit displays and usage. Post-exhibition, exhibitors may utilize diversified disposal options such as "Exhibit-to-Bonded" or "Exhibit-to-Cross-border" to transfer exhibits to bonded warehouses or e-commerce platforms, thereby amplifying the Expo's spillover effects.
"This marks the 9th consecutive year Yinzhou Customs has provided exhibition supervision services for the Expo," stated Qian Xingchu, Section Chief of the Second Comprehensive Business Division at Yinzhou Customs (a subsidiary of Ningbo Customs). He highlighted four key service enhancements this year: a more specialized team, optimized regulatory approaches, comprehensive support systems, and advanced technological applications.
For instance, in terms of regulatory models, to better serve exhibitions, a pre-filing review mechanism for exhibits was established during the pre-exhibition phase, significantly enhancing customs clearance efficiency. During the exhibition, optimized patrol routes were developed by considering venue layout, exhibit distribution, and exhibitor activity patterns. This approach ensures comprehensive oversight while minimizing redundant inspections, thereby improving regulatory efficiency. Additionally, staggered patrol schedules were implemented to reduce disruptions during exhibitors' peak business hours, opting for quieter periods instead. This strategy not only ensures effective supervision but also minimizes impact on exhibitors' operations, achieving dual improvements in regulatory performance and service quality. These measures further embody Customs' supervision philosophy of "unobtrusive oversight, minimal interference, and omnipresence," creating a balanced regulatory environment that appears relaxed externally yet remains vigilant internally.
