General Administration of Customs: China Approves 271 New Agricultural Imports from 81 Countries and Regions During 14th Five-Year Plan

Farmers' Daily – On August 25, the State Council Information Office of the People’s Republic of China held a press conference under the theme “High-Quality Completion of the 14th Five-Year Plan,” showcasing the achievements of Customs at different levels in safeguarding national borders and supporting high-quality development during the period.It was announced that the General Administration of Customs has granted market access to 271 types of agri-food products from 81 countries and regions during the 14th Five-Year Plan. The move has also diversified China’s imports of bulk commodities, advanced equipment, and critical components and parts.

In terms of optimizing supervision models, the General Administration of Customs has launched dedicated “fast track" for agricultural imports at ports. Fresh fruits from neighboring countries like Thailand and Vietnam can now arrive in Guangzhou in as little as 7 hours and reach Beijing within 30 hours.

On the cooperation front, the General Administration of Customs has established collaborative mechanisms with 27 countries and regions to prevent the cross-border spread of pests and diseases of animal and plant. Domestically, it has strengthened communication and coordination with the Ministry of Agriculture and Rural Affairs, the National Forestry and Grassland Administration, and other departments to reinforce biosafety and ecological security together.

On its advancements in fostering international cooperation and participating in global Customs governance ever since the “14th Five-Year Plan” period, representatives from the General Administration of Customshave highlighted the establishment of 85 new mechanisms for Customs cooperationwith Belt and Road partner countries, expanding its total collaborations within the initiative to 138.The General Administration of Customs has also built inspection and quarantine platforms with African and Central and Eastern European countries (CEECs), enabling quality products such as African citrus, coffee beans, and wild-caught aquatic products, as well as honey, wine, and cosmetics from CEECs, to enter the Chinese market.In addition, it has conducted 204 foreign aid training sessions for nearly 7,000 participants from 120 countries and regions, sharing China’s expertise and facilitating friendly exchanges in Customs regulations, technologies, standards, and culture.

Going forward, the General Administration of Customs will continue working with relevant authorities to build a first-class, market-oriented, rules-based, and internationalized port business environment. The efforts aim to expand market access proactivelythrough openness, facilitate trade through streamlined procedures, and uphold the rule of law to support high-quality development and high-level opening-up.
